Hamburg, October 2, 2025 – The repurchase is complete: On behalf of the Free and Hanseatic City of Hamburg, HGV has acquired the shares from Deutsche Wohnen SE. This step implements the resolution passed by the Senate and the Hamburg Parliament at the beginning of 2025 and reverses the privatization from 2007. Immediately after the transaction was completed, the newly formed Supervisory Board, chaired by Senator for Social Affairs Melanie Schlotzhauer, began its work to oversee the company's strategic direction within the city's corporate group.
Strengthening Public Services Without Burdening the Budget
The transaction underscores HGV's role as a key instrument of the city's public services. Senator for Finance Dr. Andreas Dressel and HGV Managing Director Dr. Isabella Niklas emphasize that the acquisition will not burden the city budget but is essential for addressing demographic challenges. "We are pooling financial, organizational, and real estate expertise to ensure a sustainable long-term care infrastructure," said Dr. Niklas. Integration into the city's public sector is intended to leverage synergies that will strengthen both efficiency and the quality of care.
Securing Specialized Care Services
With twelve locations, Pflegen & Wohnen Hamburg covers approximately 15 percent of the Hamburg market. The company is indispensable to the city, as it offers not only general care but also highly specialized services – for example, for people with dementia, those in a persistent vegetative state, or individuals with alcohol dependency. For the approximately 2,000 employees, the reintegration means stability: collective bargaining agreements remain in place, and jobs are once again secure within the public sector.
Long-Term Perspective for a Traditional Company
With this investment, HGV aims to further develop the care infrastructure in line with market demands and economic principles. After several changes of ownership in recent years, the municipal holding company now provides the necessary stable framework for investment and innovation. The city is thus actively assuming responsibility for a modern and sustainable care infrastructure for the benefit of Hamburg's residents.
