The sole shareholder of HGV is the Free and Hanseatic City of Hamburg (FHH). According to its mandate, HGV has the following objectives in particular:

• Implementation of corporate law measures with the aim of pooling results.
   
• Enforcing the objectives specified for the individual public companies.
   
• Economically optimal use and further development of its real estate.
   
• Taking into account Hamburg's urban economic strategy and other public interests in accordance with the Senate's requirements.
