GMH Gebäudemanagement Hamburg GmbH is Hamburg's service provider for educational and special-purpose properties. It plans, builds, and manages schools, university buildings, and sports facilities on behalf of the city.

HafenCity Hamburg GmbH

Hafencity is Europe's largest inner-city urban development project. New districts for living, working, culture, and leisure are being created on an area of ​​approximately 157 hectares – thus creating future spaces for the city of Hamburg.

1. Hamburgische Immobiliengesellschaft für Museen mbH & Co. KG

1. HIM leases museum properties owned by the City of Hamburg. Its goal is professional construction, renovation, and building management with a focus on historic preservation, inclusion, participation, and sustainability.

Hamburg Messe und Congress GmbH

As a subsidiary of the City of Hamburg (FHH), HMC organizes and operates national and international trade fairs, exhibitions, events, and congresses at the Hamburg Messe exhibition center, which has approximately 87,000 square meters of exhibition space, and at the Congress Center Hamburg (CCH), which has approximately 36,000 square meters of exhibition space.

Immobiliengesellschaft für Polizei- & Feuerwehrgebäude mbH & Co. KG

As owner and landlord, P+F manages and operates the portfolio of police and fire department properties in Hamburg. It is also responsible for renovations and new construction.

Pflegen & Wohnen Hamburg GmbH

With 13 locations and 2,400 care beds throughout the city, Pflegen & Wohnen is the largest provider of inpatient care in Hamburg. The company has been part of HGV since October 2025.

Projekt-Realisierungs- gesellschaft mbH

ReGe has been operating as a management company for the City of Hamburg for approximately 25 years, handling planning, project management, and client services for complex construction and infrastructure projects in public spaces – from concept to completion.

SAGA Siedlungs-Aktiengesellschaft

With approximately 140,000 apartments, the SAGA Group is Hamburg's largest landlord. SAGA's goal is to provide secure and socially responsible housing in the long term. In doing so, it makes a significant contribution to the housing market in Hamburg.

Sprinkenhof GmbH

Sprinkenhof is the commercial real estate company of the Free and Hanseatic City of Hamburg. It manages, plans, and constructs municipal buildings – from museums, theaters, and police stations to courthouses.

By investing in the energy-efficient renovation of our existing properties, we are actively reducing energy consumption within the Group and thus protecting the climate. In this way, we not only create livable neighborhoods but also make an indispensable contribution to achieving our city's climate goals.

Time for the heating transition

Through targeted investments in energy-efficient renovations and renewable energies, we are developing neighborhoods within the Group that actively advance the energy transition in the building sector. Our companies, especially SAGA, are leading the way nationwide with systematic energy-efficient modernization in social housing. At the same time, we are accelerating the connection to green district heating networks and the use of heat pumps. In this way, we are laying the foundation for a climate-neutral building stock in Hamburg.

Solar power for Hamburg's rooftops

Solar energy is the energy source of the future. It's finding a home on Hamburg's rooftops. Our companies are actively driving the expansion of solar power in the building sector. By 2030, SAGA aims to unlock around 15 percent of the solarization potential of its existing roof surfaces. As part of its solar roof initiative, GMH is leveraging the potential of photovoltaic systems on school roofs. A total of around 100,000 square meters of solar panels are planned for these buildings.

Tenant-landlord model

Hamburg has organized the construction and management of its municipal properties according to the so-called tenant-landlord model. What does that mean? "Tenants" are the institutions that use the properties. For example: schools, cultural institutions or museums, fire departments, or police. The major advantage of this model is that the "tenants" can concentrate fully on their core tasks. Service providers—specialized HGV subsidiaries such as Sprinkenhof, GMH, 1. HIM, or P+F—take care of the construction, renovation, maintenance, and management of the properties.
