Since 2016, HGV has been managing the special fund for school properties on behalf of the tax authorities. The overarching goal is to develop school infrastructure in a needs-based and economically sound manner. We renovate existing buildings and create future-proof, inclusive, and sustainable learning environments through new construction, meeting tomorrow's educational requirements. Through its service providers, the special fund ensures comprehensive management of all public school buildings, allowing schools to rely on high-quality facility management.
What is the Special Fund for School Real Estate?
The special fund for school properties is under the authority of the Finance Authority and organizationally located within the Hamburg Authority for Real Estate (HGV). This fund acts as the owner of buildings and land belonging to Hamburg schools. The Authority for Schools, Family and Vocational Training provides a rental budget for this purpose; the school authority is therefore the tenant of the school properties. The portfolio comprises approximately 2,860 buildings with nearly 500 business units. The Bildungsbau Hamburg group of companies acts as a service provider, handling all tasks related to construction and operation. This allows Hamburg schools to concentrate on what they do best: teaching.

The Hamburg Educational Building Group (Bildungsbau Hamburg) combines the expertise of Schulbau Hamburg (SBH) and Gebäudemanagement Hamburg (GMH). They are responsible for the construction, management, and renovation of educational buildings in Hamburg – from daycare centers and schools to universities and colleges. By providing high-quality spaces for quality education, they support young people throughout their entire educational journey.

Energy for educational buildings
We are consistently driving the energy transition forward in school construction by realizing all new buildings to the highly efficient EG-40 standard. We primarily secure the heat supply through connection to the district heating network or through heat pumps. We are increasingly generating the electricity required for this through photovoltaic systems on the school roofs.
