Kick-off for the hydrogen future: Foundation stone laid for 100 MW electrolyzer in Moorburg

Hamburg, December 1, 2025 – A historic moment for Hamburg's energy transition: The construction phase for the Hamburg Green Hydrogen Hub (HGHH) began today with the ceremonial laying of the foundation stone at the site of the former Moorburg coal-fired power plant. Hamburg's First Mayor, Dr. Peter Tschentscher, along with Senators Katharina Fegebank and Dr. Melanie Leonhard, together with representatives of the project partners, placed a time capsule in the foundation. The project marks the successful transformation of a former fossil fuel power plant site into the heart of the new hydrogen economy.
 

A strong consortium for decarbonization

The large-scale plant is being built by a joint venture between the asset manager Luxcara (74.9 percent) and Hamburger Energiewerke (25.1 percent). The electrolyzer is being funded as an IPCEI project (Important Project of Common European Interest) by the German federal and state governments. Following the planned commercial commissioning in 2027, the plant is expected to produce approximately 10,000 tons of green hydrogen annually. In doing so, the municipal holding company is making a crucial contribution to making industrial and logistics processes in the port climate-neutral.

Construction Progress and Technology

Following the dismantling of the old power plant in October 2023 and the preparation of the construction site in summer 2024, the structural work is now underway. The building for the electrolyzer and compressors is scheduled for completion by mid-2026, after which the installation of the core technical components ("stacks") will commence. The plant is based on modern proton exchange membrane (PEM) technology. Its flexible operation makes it particularly well-suited for use with fluctuating renewable energy sources and guarantees the efficient splitting of water into hydrogen and oxygen.
 

Infrastructure Integration

The green hydrogen produced will be distributed to customers via the HH-WIN distribution network, which is being built concurrently, and a planned trailer loading station. Through the close integration of production (HGHH) and the network (Hamburger Energienetze), HGV, within the group, covers the entire value chain to establish Hamburg as a leading hydrogen hub in Europe.
